Paraguay: Youth Employment

This two-year project aims to tackle the extreme poverty, high youth unemployment and underemployment rates and lack of knowledge and skills of young people to enter the labor market. The project is implemented jointly by the Finnish Children and Youth Foundation (FCYF) and its local partner organization in Paraguay, Fundación Comunitaria Centro de Información y Recursos para el Desarrollo (CIRD). The project is supported by funding from the Ministry for Foreign Affairs of Finland to the development cooperation projects of NGOs.
                       
Objectives
The long-term objective of the project is to contribute to the development and sustainability of a model of job placement for the employability of disadvantaged young people. The direct objective of the project is to promote the employability of 700 disadvantaged, unemployed or underemployed young people through the implementation of the model designed to respond to the specific job demands.
 
Target group/beneficiaries
The primary target group is 700 unemployed and underemployed young people, from 18 to 29 years, who come from low socio-economic strata, have not completed high school, and do not qualify for secondary or tertiary education. The project will also indirectly benefit the families and communities of these young people. By providing the youths with a means of income, they can improve their family’s quality of life and enhance the economic development of their communities along with allowing companies to grow and expand their productive, trade and economic potential due their availability in the job market.
 
Implementation/Results
In order for this project’s goals to be achieved, a number of steps will be taken to develop the job placement model. These steps include the identification of labor demand, alliances with local actors, definition of profiles, design of a comprehensive training program, dissemination process, orientation process, implementation of the program, evaluation and follow-up, and job placement services.
 
After the two years, the project would have reached its target goal of 700 youths, 90% of whom complete technical and attitudinal training, 90% carry out internships, and 40% would have been placed in jobs.
